It
is important to remember that fly posting is illegal
and that someone will be benefiting from the advertising
on the fly poster. It is too expensive for an individual
to prosecute an offender and too dangerous to attempt
to catch them. Councils can pool the resources of various
services to help secure successful prosecutions and
provide effective preventative measures. However there
are several physical things that can be done to discourage
fly posting by making it difficult to stick up fly posters
and stickers in the first place.
Research
shows by not removing fly posters, it will attract more
fly posters. It also shows that clearing them as soon
as they appear and restricting access to the surface
will prevent any reoccurrence. This research is endorsed
by all Councils.
Battened
hoardings are an excellent way to reduce fly-posting.
Requiring all building site hoardings to be battoned
could be added as a requirement to planning applications.
